ARTICLE I

The purpose of the Florida Van Council (FVC) shall be to promote wholesome interest in vans, provide a communication network for van clubs throughout the state of Florida and establish guidelines for minimum standards required for statewide sanctioned events.

ARTICLE II

Section I

For the purpose of clarification as to the definition of a van, the council recognizes panel trucks prior to 1966 and mini-vans as vans. Pickup trucks, with or without campers, and mini-trucks are not considered to be vans and such clubs will not be eligible for FVC charter.

Section II

B. All FVC members, both independents and club members, shall have equal rights in all council matters, including voting, and holding of an FVC office. – Revised 6-14-2014

Section III

All FVC clubs must have 100% FVC membership within their club to remain chartered by the Florida Van Council.

Section V

Each FVC member shall have one (1) vote in all decisions of the council. In case of a tie vote on any issue the members will cast a second ballot, in secret.

ARTICLE III

Section I

Dues shall be pro-rated according to the period of joining the Florida Van Council.

Section II

Dues shall be per family (van) payable to the council treasurer.

Section IV

There shall be no refunds of dues for any reason.

ARTICLE IV

Section I

Any individual belonging to a van club in the state of Florida, or any interested vanner from Florida or elsewhere may join the council by submitting his annual dues to the FVC treasurer. FVC member must be at least 18 years or older. Membership may be transferred from one FVC club to another FVC club, or from FVC club member status to Independent status, or, from Independent status to FVC club member status. Junior Membership will be allowed for persons 17 years of age and under. Junior members will receive the FVC newsletters, be able to show their van in the van shows, attend meetings, but will not have any voting privileges. Revised 3-17-2018

Section II

Any individual or club conducting themselves in such a manner as to bring discredit to the Florida Van Council shall be dismissed from the council upon majority vote of the council at a regularly scheduled meeting after having first been warned by the President or Vice-President that their conduct is in violation of the Florida Van Council by-laws or purpose. The individual or club will be given an opportunity to present their case prior to any vote for dismissal. The club or individual may apply for reinstatement and be reinstated at a later date at a regularly scheduled meeting by majority vote of the council after satisfying the council that the misconduct problem has been corrected.

Section III a

The President or Vice-President shall have the authority to drop a member club or independent member from the FVC roster for non-compliance with the Florida Van Council by-laws as adopted by the FVC clubs. The President or Vice-President must send a written letter to the particular club or individual explaining the by-law violation and note that the club or individual has six (6) weeks from the date of issuance of the letter to correct the problem. Any club or individual not correcting the problem after such time shall be dropped from the council roster. This section shall apply to all non-compliance except for missed meetings as described in Article II, Section IV.

Section III b

This section must meet all requirements of Article IV, Section II.

ARTICLE V

Section I

The term of office for FVC officers shall be from January through December for the period of one (1) year.

Section II

Officers of the council may also hold an office in his/her respective club.

Section III

Each council member may nominate not more than one (1) FVC member for each office. It is suggested that the nominees present their qualifications to the members at the regularly scheduled meetings.

Section IV

The council officials will consist of the following officers who shall be elected for an annual term in office.

A. PRESIDENT
The president shall conduct the business meetings in an orderly fashion and provide necessary communications between clubs during the period between regularly scheduled business meetings.
B. VICE-PRESIDENT
The vice-president shall assume the duties of the president in his absence from regularly scheduled business meetings and shall assist the president in maintaining communications between the clubs during the interval between business meetings. The vice-president shall also accept the responsibilities of the president for any reason that the president shall not be able to complete his year in office.

C. SECRETARY
The secretary shall handle all correspondence and maintain records of the minutes of all regularly scheduled meetings and keep all corporate records.

D. TREASURER
The treasurer shall collect all dues, disburse funds from the treasury as directed by the council and maintain a current membership list. Will provide reports to each club representative at every FVC meeting on monies received and disbursed. Will disburse the patches, stickers, dash plaques and membership cards. Will maintain a bad card list of those council members that are dropped from the FVC roster.

ARTICLE VI

Section I

The council will sanction member clubs truck-ins six (6) times a year beginning in January of the new year. The council will coordinate truck-in dates between member clubs to avoid conflicts.

Section II

Sanctioned truck-ins shall not be held within 30 days of each other.

Section III

Truck-in shall not be defined in the by-laws. The majority of FVC members present at a scheduled meeting for the purpose of sanctioning shall decide what events will constitute sanctioned truck-ins. Each club planning to host an event shall bring a proposal to that meeting outlining:

A. Which club, clubs or sponsors is hosting the event.
B. A description of what the event is to be like, including scheduled activities, etc.
C. The general time in which the event is to be held.
D. The exact location where the event is to be held, including a description of the facilities available and the maximum number of trucks allowed at the facility.
E. Agreement to the following resolution. The host club must announce and confine a swimsuit contest to specific areas. The host club accepts the responsibility of the staged event. If there is an unrestricted swimsuit contest it must be held in a confined area at a specific time and must be announced prior to the activity. Neither the FVC or its officers shall be held responsible or liable for the consequences of any activity held at an FVC sanctioned event.

Section IV

After the council has voted on the proposals the year’s calendar will be finalized and copies distributed to the council members.

Section V

FVC sanctioned shall not be construed to mean FVC participation or regulation. Sanctioned shall mean that the host club has provided the required minimum facilities (showers, toilets, electricity, etc.) for the number of vans pre-registered and present and set a differential in admission price of at least $3.00 less for FVC members. Out-of-state truckers shall receive the same rate as FVC members.

Section VI

The council will assist member clubs only to the extent of providing communications and advice. The council will not provide or receive monies from a member club’s truck-in.

Section VII

Each member club will be responsible for determining activities to be held, trophies to be given, admission of independent truckers, physical security, financing and commercial displays. In regards to judging rules, the following is required; the host club is required to use the FVC Judging System if van judging is a part of their event.

Section VIII

Members of a club sponsoring an FVC sanctioned truck-in shall not be eligible for any door prizes, trophies, raffle benefits or commercial giveaways at that truck-in.

Section IX

The council, at its option, may elect to sponsor a truck-in of its own once a year. FVC sponsored truck-ins will not generally offer trophies or prizes, but will be socially oriented.

The FVC prohibits any club, person or organization from duplicating, copying, or otherwise using a logo that a club has designed, or had designed for their use in promoting a truck-in or club activity, without written permission of the club.

FVC took over land fund from Palm Beach County Van Association with intent to sell shares, establish a board of directors, and, ultimately, a corporation.

If an FVC office becomes vacant prior to the conclusion of business at the end of the third business meeting of the year, such vacancy shall be filled by election. If an FVC office becomes vacant after that time, the vacancy shall be filled by presidential appointment, subject to approval by the FVC members.

FVC to collect money at each FVC meeting and each FVC sanctioned event for a year and the proceeds be donated to a charity selected by FVC officers or a vote of the members.

There will be a kid’s curfew of 10:00 PM at ALL FVC events. Curfew means that the kids are in their campsite, van, or other designated area. Kid is defined as 17 and under.

Dues for each new year are to be paid by the clubs by the cutoff date of midnight December 31 of the past membership year or they will be dropped from the council roster. A reinstatement fee of $1.00 per member (based on the previous year’s active club membership roster) shall be charged for failure to comply with the registration deadline.

ARCHIVED RESOLUTIONS:

At any FVC sanctioned truck-in:

1. All pets must be leashed or in a cage.

2. Any pet that in any way causes pain to anyone, especially children, be evicted on the spot, along with the owner.

3. The owner of a pet that causes pain be asked to pay for any and all monies that have to be spent because of his pet.

4. The owner of the pet that caused pain to anyone, in addition to the return of his FVC card to the President of the FVC for a period of not less than six months, after which his card will be returned to him, allowing the pet owner a second chance to participate in future events. A $25.00 reinstatement fee will be charged to the pet owner at the end of the six month period mentioned above.

5. The FVC be required to notify all clubs hosting sanctioned events of the problem individual, and the date on which his membership card will again be valid.

6. Any person who brings a vicious dog to a sanctioned event is required to post a sign to that effect near the animal.

1. At all FVC sanctioned truck-ins all clubs must use only one table for each numbered campsite to which they are assigned.
2. Any club found in possession of more tables than the number of campsites to which they are assigned will be requested to return the table.
3. In the event that a club refuses to comply with this ruling, the host club will handle the situation in the same manner as they would any other disruptive influence. The offending club will also be reported to the FVC as uncooperative.
